Role Purpose:
To establish and lead the Water Assets Operations & Maintenance function, ensuring the efficient operation, regulatory compliance, public safety, and cost-effective performance of all water assets, including lagoons, lakes, and public-use water features.
Key Responsibilities:
Section Establishment & Governance:
Establish the Water Assets Operations & Maintenance section, including governance structure, policies, and SOPs
Lead and establish the Water Assets Operations & Maintenance section
Develop and approve operational strategies, SOPs, and governance frameworks
Operations & Maintenance Oversight:
Oversee daily operations and maintenance of lagoons, lakes, and water features
Monitor daily operation and maintenance activities of lagoons and water features
Conduct routine inspections and water quality monitoring
Coordinate corrective and preventive maintenance works
Ensure adherence to approved SOPs and operational standards
Service Provider Management:
Manage specialist service providers through defined Service Level Agreements (SLAs) and Key Performance Indicators (KPIs)
Manage and oversee all service providers, ensuring compliance with SLAs and KPIs
Verify and validate on-site service provider performance
Ensure outsourced operational and HSE resources perform in accordance with approved standards
Compliance, and Public Safety:
Ensure compliance with water quality standards, HSE requirements, and public safety regulations
Ensure full regulatory, environmental, and HSE compliance across all assets
Monitor HSE compliance across all water assets
Conduct safety inspections, audits, and risk assessments
Ensure safe chemical storage, handling, and dosing procedures
Monitor public safety measures around lagoons and water features
Ensure compliance with regulatory and authority requirements
Report incidents, non-compliances, and corrective actions
Financial & Performance Management:
Monitor and control OPEX budgets and optimize operational costs
Approve annual OPEX budgets, operational plans, and performance reports
Prepare and submit regular performance, compliance, and risk reports to senior management
Escalate risks, issues, and performance gaps to senior management
Drive continuous improvement and operational excellence
Coordination & Stakeholder Management:
Coordinate with FM teams, developers, consultants, and relevant authorities
Report operational issues, risks, and non-compliances to the Associate Director – Infrastructure Excellence
Health & Safety Responsibilities:
Ensure full compliance with DHCM’s Health, Safety, and Environmental (HSE) Policy, governance framework, and standards by conducting all tasks according to HSE procedures, attending mandatory training, wearing PPEs, if required and actively reporting any hazards, near misses, or incidents
What we’re looking for:
Bachelor’s degree in Engineering (Mechanical, Civil, Environmental, Water or related); Master’s degree or relevant professional certifications (Asset Management, HSE, NEBOSH/IOSH) are an advantage
10–12 years’ experience in water assets operations & maintenance, utilities, or infrastructure management
Minimum 5 years in a leadership role managing multi‑site water assets (lagoons, lakes, water features, irrigation networks, etc.)
Strong expertise in water assets O&M, water quality monitoring, chemical treatment systems, and asset lifecycle management
Proven experience managing outsourced service providers, performance‑based contracts, and SLA/KPI frameworks
Solid background in OPEX budgeting, cost optimization, and financial governance
In‑depth knowledge of regulatory, environmental, and HSE standards with strong risk and compliance orientation
Experience working with government authorities, developers, consultants, and FM service providers
Demonstrated capability in governance frameworks, SOP development, incident reporting, and root cause analysis
Strategic, results‑driven leader with strong stakeholder management, communication, analytical thinking, and professional integrity
